Requires the Department of Transportation to create and implement a publicly accessible electronic database for all outdoor sign permits as soon as practicable.

Database must include permit operator information, structure and panel identification numbers, GPS coordinates (latitude and longitude), compass bearing, sign images, and most recent inspection date.

Once the database is implemented, the department may no longer furnish, issue, or replace permanent metal permit tags to permittees.

Once the database is implemented, the department may not enforce provisions requiring metal permit tags or their display, and permittees are not required to return permit tags.

Effective date: July 1, 2021.
