Requires the Governor's appointment of the Department of Law Enforcement executive director to be approved by majority vote of the Governor and Cabinet (at least 3 affirmative votes), with both the Governor and Attorney General on the prevailing side, followed by Senate confirmation.

Requires the Governor's appointment of the Department of Veterans' Affairs executive director to be approved by majority vote of the Governor and Cabinet (at least 3 affirmative votes), with the Governor on the prevailing side, followed by Senate confirmation.

Directs the Office of Program Policy Analysis and Government Accountability to contract for a comprehensive review of the Department of Law Enforcement's programs, functions, and services to determine consistency with its mission.

Requires the contractor to investigate and make recommendations on crime laboratories' accreditation, forensic analysis processes, case investigations, cybersecurity matters, and potential transfers of services to other agencies.

Requires the contractor to submit the review report to the Governor, Attorney General, Chief Financial Officer, Commissioner of Agriculture, and legislative leadership by January 1, 2022.
