Changes director recall process to require a recall petition signed by at least 60 percent of parcel owners whose parcels are their homesteads, rather than a majority of voting interests.

Allows members to recall directors at a special meeting if provided in governing documents, which can be called by 10 percent of parcel owners whose parcels are their homesteads.

Specifies that recalled directors must turn over association records and property within 5 business days, and if the board fails to timely hold required meetings, the recall becomes effective automatically.

Establishes that if the board does not certify a recall, either party may file for binding arbitration with the department, and recalled ballots remain valid for up to 120 days.
