Allows disclosure of birth parent, adoptive parent, and adoptee identifying information without court order under procedures specified in section 382.015(4) of Florida Statutes.

Authorizes the Department of Health to unseal original birth certificates at the request of individuals 18 years of age or older whose birth is the subject of the certificate, after the person identifies themselves to the State Registrar.

Removes the previous process requiring court appointment of intermediaries or licensed child-placing agencies to contact birth parents or adoptees who have not registered with the adoption registry.

Updates cross-reference in section 63.085 to reference section 63.162(4) instead of 63.162(6) regarding family social and medical history forms.

Takes effect July 1, 2021.
