Repeals section 212.097, Florida Statutes, which established the Urban High-Crime Area Job Tax Credit Program.

Amends section 220.1895 to remove references to the Urban High-Crime Area Job Tax Credit Program, leaving only the Rural Job Tax Credit Program as an allowable tax credit.

Removes the "urban high-crime area" designation from consideration in Rural Infrastructure Fund guidelines under section 288.0655, while retaining other evaluation factors such as job creation potential, local commitment, and county unemployment rates.

Takes effect July 1, 2021.
