Amends s. 776.05 to require law enforcement officers use only "necessary" and "reasonable" force when making arrests, rather than "any" force.

Prohibits officers from shooting at moving vehicles to injure occupants; officers may only shoot to safely disable or slow down vehicles.

Requires deescalation techniques be used before resorting to deadly force and establishes that force standards be measured objectively rather than subjectively.

Creates s. 943.17185 requiring law enforcement agencies to adopt policies on pursuit of fleeing suspects, including prohibitions on high-speed pursuits in densely populated areas and shooting at fleeing individuals posing no immediate harm.

Limits pursuit of alleged misdemeanor suspects to situations where the officer is reasonably certain apprehension can occur without damage to public property or harm to innocent persons; effective July 1, 2021.
