State universities must waive out-of-state fees for nonresident students whose grandparent is a Florida legal resident, has resided in Florida for at least 5 years, and is an honorably discharged veteran of the U.S. Armed Forces, Reserve Forces, or National Guard.

Eligible students must be U.S. citizens with a high school diploma or equivalent, achieve an SAT score at or above the 89th national percentile (or equivalent ACT or CLT score), and enroll as full-time undergraduates in the fall term immediately following high school graduation.

The waiver applies to up to 110 percent of required credit hours for the student's degree program and requires students to provide written verification of grandparent relationship and the grandparent to provide proof of Florida residency and honorable discharge.

Each state university must report annually to the Board of Governors on the number and value of waivers granted, and students receiving waivers are excluded from nonresident enrollment caps.

Creates the Grandchild Out-of-State Fees Waiver Compact, effective when enacted by two states, allowing other states to establish similar waiver programs for students with resident grandparents who are veterans.
