Establishes the Florida Seal of Fine Arts Program within the Department of Education to recognize high school graduates who achieve exemplary proficiency in performing or visual arts, effective with the 2021-2022 school year.

Awards the seal to students who earn a standard high school diploma, complete at least three year-long fine arts courses (dance, music, theatre, or visual arts) with a grade of "A" or higher, and meet a minimum of two additional criteria including advanced coursework, juried event participation, arts-related volunteer service, portfolio requirements, or recognition for original artwork.

Requires the Commissioner of Education to design and distribute seals to school districts, provide implementation benchmarks in rubric form, and develop verification processes for student eligibility.

Requires school districts to maintain records, report eligible students to the Commissioner, affix the seal insignia to diplomas, and note the award on student transcripts; prohibits any fees for the seal.

Authorizes the State Board of Education to adopt additional criteria and rules necessary to administer the program.
