Authorizes tenants and mobile home owners who are defendants in eviction proceedings to file a motion to seal court records and substitute their name with "tenant" on the progress docket under specified conditions.

Allows sealing of records and name substitution when parties file joint stipulation, case is dismissed, case is settled with defendant compliance, default judgment is satisfied, or judgment on merits is at least 5 years old and monetary award is satisfied.

Requires courts to grant motions without hearing for joint stipulations or dismissed cases; requires notice and hearing procedures for other conditions, with 30-day objection period before court must grant relief.

Mandates automatic substitution of defendant's name with "tenant" on progress docket when judgment is entered in favor of the defendant in any eviction proceeding.

Prohibits courts from charging fees for filing such motions and applies the requirements retroactively to any judgment entered before, on, or after July 1, 2021.
