Allows independent special districts to exercise powers to construct and maintain water supply and sewage disposal systems, in addition to counties, if their charter grants coextensive powers.

Requires counties or independent special districts choosing to exercise these powers to conduct comprehensive studies and reports including cost estimates, locations, and descriptions of proposed water supply systems, water improvements, sewage disposal systems, and sewer improvements.

Prohibits counties or independent special districts from furnishing facilities to land already served by or with available service from privately owned facilities without written consent of the private facility owners.

Declares obtaining surveys, investigations, studies, and estimates as a public purpose with costs payable from general funds of the county or independent special district.

Exempts construction or maintenance of water supply or sewage disposal systems by counties or independent special districts from requirements under section 253.77, provided they complete the comprehensive study requirements.
