Establishes the Parent-Teacher Compact program allowing Florida teachers with valid educator certificates to enter into written agreements with parents to provide K-12 education services outside traditional public schools.

Requires compacts to include teacher and student names, educator certification number, services description, and termination clauses; compacts must be submitted to the Department of Education for approval.

Students enrolled in approved compacts are considered fully enrolled in an education program; teachers serving under compacts must maintain student portfolios, offer statewide standardized assessments, and file annual progress evaluations with the district superintendent.

Teachers serving under compacts are considered Department of Education employees and may participate in the Florida Retirement System and state group insurance program; funding equals the base student allocation in the Florida Education Finance Program plus categorical program funds, distributed quarterly on July 1, September 1, December 1, and February 1.

Adds parent-teacher compacts as a valid form of regular school attendance under Florida law; exempts the state from liability and limits state regulatory authority to requirements expressly set forth in the statute.
