Amends Financial Technology Sandbox exceptions to clarify that licensees can engage in payment instrument seller or money transmitter activities during the sandbox period without separate licensing.

Adds new definition of "virtual currency" as a medium of exchange in electronic or digital format that is not traditional currency, with exceptions for online gaming currencies and consumer rewards programs.

Revises definitions of "money transmitter," "monetary value," "electronic instrument," "payment instrument," and "stored value" to explicitly exclude virtual currency or clarify their scope.

Requires money transmitters receiving virtual currency to hold matching amounts of the same virtual currency type and excludes such holdings from permissible investment calculations.

Defines "compensation" for licensing purposes to include profit or loss on exchange of currency, monetary value, or virtual currency.
