Expands Florida Postsecondary Student Assistance Grant Program eligibility to include certificate-seeking students, in addition to full-time degree-seeking students.

Adds institutions licensed by the Commission for Independent Education that prepare students for Airframe and Powerplant certification from the Federal Aviation Administration to the list of eligible postsecondary institutions for grant recipients.

Maintains existing eligibility requirements including demonstrated unmet need of at least $200 for tuition and fees, with maximum annual award amounts specified in the General Appropriations Act.

Takes effect July 1, 2021.
