Defines new terms including "anaerobic digestion," "composting," "composting facility," "commercial waste generator," and "organic waste material" in Florida's waste management statutes.

Requires commercial waste generators and institutions of higher education generating more than 104 tons per year of organic waste to separate and recycle such material at composting or anaerobic digestion facilities beginning January 1, 2022, if located within 15 miles of a facility with available capacity.

Lowers the threshold to 52 tons per year beginning January 1, 2024, with the same facility proximity and capacity requirements.

Exempts entities that perform composting or organic waste treatment onsite using state or federal law-authorized equipment from the recycling requirements.

Takes effect July 1, 2021.
