Prohibits retailers from selling hemp-derived delta-8-tetrahydrocannabinol products to individuals under 21 years of age and requires prominent age-restriction notices to customers.

Requires retailers conducting delivery sales to obtain age certification from consumers (21 or older) and include specific warning statements on shipping documents.

Establishes that hemp-derived delta-8-tetrahydrocannabinol contains no more than 0.3 percent total delta-9-tetrahydrocannabinol on a dry weight basis per certification analysis.

Creates first-degree misdemeanor penalties for violations, including fines of $1,000 (first offense) or $5,000 (subsequent offense) or 5 times the product's retail value, whichever is greater; applies penalties to retailers, age-falsifiers, delivery service personnel, and underage violators.

Takes effect July 1, 2021.
