Includes conscience clause protecting genetic counselors from being required to participate in counseling conflicting with deeply held moral or religious beliefs, provided they refer patients to other practitioners.

Appropriates $41,535 in recurring funds and $4,429 in nonrecurring funds for implementation, effective July 1, 2021.
