Requires public elementary schools to conduct at least six fire drills and six emergency drills each school year, with four fire drills involving building evacuation and four emergency drills addressing active threats.

Requires public middle and high schools to conduct at least four fire drills and six emergency drills each school year, with three fire drills involving building evacuation and four emergency drills addressing active threats.

Mandates that drills for active shooter and hostage situations be developmentally appropriate, developed with input from mental health professionals consistent with National Association of School Psychologists guidelines, and include physical presence and direct involvement of law enforcement officers.

Requires district school boards to notify parents in advance of active shooter and hostage situation drills and provide parents the option to excuse their students from evacuation drills, while allowing excused students to remain on school premises during drills.

Effective July 1, 2021.
