Deletes prohibition on district school boards awarding annual contracts based on unauthorized contingencies or conditions, and removes restriction on boards altering their authority to award contracts in collective bargaining agreements entered into or renewed on or after June 15, 2017.

Defines "extended contract" as an employment contract with a district school board for a period longer than 1 year but not exceeding 3 years.

Authorizes district school boards to award extended contracts to instructional personnel who hold an active professional certificate and have received an annual performance evaluation rating of effective or highly effective without an unsatisfactory rating within 3 years.

Allows contract terms for extended contracts to be determined by the school district and require approval by the district school superintendent or designee.

Permits suspension or dismissal of personnel on extended contracts for just cause during the contract term, with the same procedural protections as annual contract employees.
