Requires local enforcement agencies and counties to post building permit application types with required attachments, processing procedures, and real-time application status updates on their websites, and allows completed applications to be submitted electronically or in person.

Establishes 30 business day deadline for issuing single-family residential building permits with mandatory fee reductions of 10 percent per business day of delay, and 20 percent for the first day plus 10 percent for up to 5 additional days if applicant submits corrections within prescribed timeframes.

Requires local governments to reduce building permit fees by 10 percent per business day when missing 10-day completeness deadlines, 45-day sufficiency deadlines, or 120-day approval deadlines for specified permit types unless parties agree to extensions.

Prohibits authorities from requiring applicants to provide direct contracts or contractor-lienor contracts as a condition for commercial building permits, with exceptions for Federal Government, state, county, city, and public authority projects; effective October 1, 2021.
