Defines "barrel" as 31 gallons in the Beverage Law definitions.

Allows manufacturers to transfer malt beverages owned in whole or part by them but brewed by another manufacturer directly to their licensed facilities.

Authorizes manufacturers producing less than 20,000 barrels annually without existing distribution agreements to sell and deliver malt beverages directly to vendors; allows manufacturers with distribution agreements to deliver up to 2 barrels per vendor or make larger deliveries with distributor permission.

Prohibits renting or loaning durable retail advertising items and requires such items be sold at actual cost; prohibits giving draft equipment and tapping accessories to vendors at no charge.

Reduces annual production limit for vendors licensed as malt beverage manufacturers from 10,000 kegs to 5,000 barrels and removes the "contiguous premises" requirement for beverage sales locations.
