Exempts small malt beverage manufacturers (producing 7,000 kegs or less annually) without franchise agreements from delivery restrictions, allowing them to transport and deliver kegs of 5.16, 7.75, or 15.5 gallons directly to vendors from their licensed premises.

Allows manufacturers to comply with distributor requirements (sections 561.42 and 561.423) when making these deliveries and subjects deliveries to existing licensee delivery provisions.

Permits vendor-manufacturers to transfer malt beverages to restaurants with common ownership affiliations within restaurant groups comprising no more than 15 restaurants.

Allows authorized manufacturers to transport malt beverages in vehicles owned or leased by the manufacturer or any person disclosed on the manufacturer's approved license application.

Effective July 1, 2021.
