Creates the Task Force on Closing the Achievement Gap for Boys within the Department of Education to examine evidence-based strategies for closing achievement gaps and make recommendations regarding instructional, behavioral, and mental health supports for boys.

Task force composition includes the Commissioner of Education as chair, parents of boys in early learning and elementary programs (appointed by Governor), educators and administrators (appointed by Senate President and House Speaker), and a nonprofit representative with relevant research or program experience.

Department of Education must provide staff, administrative support, data, and relevant information to assist the task force in carrying out its responsibilities.

Task force must convene by October 1, 2021, and submit recommendations report to the Governor and Legislature by January 1, 2022, then expires June 30, 2022.

Bill cites that 44 percent of third grade boys and 53 percent of tenth grade boys read below grade level, and boys face higher rates of suspension, expulsion, and disability diagnoses compared to girls.
