Adds foreign government-issued documents (passports, birth certificates, driver licenses, national ID cards) and domestic documents (school records, court documents, tax returns, marriage licenses) as acceptable proof of identity for driver license applicants.

Expands validity period for driver licenses issued based on certain identity documents from 1 year to 8 years or the document's expiration date, whichever occurs first.

Prohibits the Department of Highway Safety and Motor Vehicles from disclosing driver license photographs and personal information to immigration enforcement agencies without a court order, and requires notification to affected individuals within 3 days of such requests.

Requires applicants using foreign government documents for identity to complete driving tests in person and renew licenses in person; removes provision allowing fingerprints and biometric data in applications.

Creates new statute prohibiting discrimination against individuals holding non-REAL ID compliant driver licenses by businesses, employers, and state/local government entities and programs.
