Creates section 624.3095, Florida Statutes, establishing a Climate and Resiliency Task Force convened by the Commissioner of Insurance Regulation to address climate change impacts on Florida's insurance market.

Task force shall identify protection gaps in Florida's insurance market and recommend risk transfer mechanisms and approaches for reducing, managing, and mitigating climate-related risks.

Task force shall evaluate mechanisms to improve affordable property and flood insurance access, apply technology to climate risk mitigation, encourage natural infrastructure investment, mitigate extreme heat effects on agriculture and businesses, and provide coverage for additional living expenses from flood damage.

Requires the task force to deliver biennial reports to the Governor and Cabinet, President of the Senate, and Speaker of the House of Representatives, beginning January 1, 2023.

Takes effect July 1, 2021.
