Requires the Department of Agriculture and Consumer Services to continually maintain an online application process for concealed weapons and firearms licenses.

Prohibits the department from arbitrarily or subjectively restricting access to the online application process.

Prevents the department from imposing burdens on applicants beyond sworn statements and documents specified in statute or creating restrictions not outlined in the law.

Authorizes courts to award reasonable attorney fees and costs to the prevailing party in civil actions to enforce these provisions against the department.

Takes effect July 1, 2021.
