Adds new principle to Criminal Punishment Code stating that sentences are guided by a computed sentencing range from the lowest permissible sentence to the highest recommended sentence.

Removes provision limiting sentence appeals to only cases where the sentence is below the lowest permissible sentence or specific enumerated circumstances under s. 924.06(1).

Increases the point threshold for nonstate prison sanctions from 44 points to 52 points, with the highest recommended sentence being 12 months of nonstate incarceration when total points are fewer than 52.

Changes the calculation formula for lowest permissible sentence when points exceed 52 by subtracting 36 points instead of 28 points and decreasing the remainder by 25 percent.

Adds new calculation for highest recommended prison sentence when points exceed 52 by subtracting 36 points and increasing the remainder by 25 percent.

Takes effect July 1, 2021.
