Requires political subdivisions that restrict constitutional rights, fundamental liberties, or statutory rights during emergencies to prove the restriction is narrowly tailored, serves a compelling governmental interest, and uses the least intrusive means.

Authorizes the Governor or Legislature (by concurrent resolution) to invalidate emergency orders, ordinances, proclamations, rules, or measures issued by political subdivisions if they unnecessarily restrict constitutional rights, fundamental liberties, or statutory rights.

Emergency orders issued by political subdivisions automatically expire 10 days after issuance but may be extended by majority vote of the governing body if necessary.

Prohibits political subdivisions from issuing substantially similar orders to address the same emergency after the original order expires.

Effective date: July 1, 2021.
