Requires the Department of Highway Safety and Motor Vehicles to contract with private vendors through competitive bidding for exclusive rights to market and sell specialty license plates, with initial contracts of at least 5 years renewable for up to two additional 5-year terms.

Allows private vendors to market specialty license plates with only 200 voucher sales required (versus 3,000 for standard plates) and exempts these plates from the 150-plate legislative limit and automatic discontinuation rules.

Requires contracts to allow the department to recover all costs incurred, including authority to require vendors to reimburse up to 50 percent of anticipated costs in advance, with costs certified to the Chief Financial Officer.

Authorizes the department to approve new designs and color combinations for vendor-sold plates while retaining ownership; restricts department interference with vendors' marketing, sales plans, and employee management; prohibits marketing of directly competing plates without department and sponsoring organization approval.

Exempts specialty license plates marketed and sold by private vendors from restrictions on use of annual fees for administrative expenses, marketing to government employees, and other regulatory requirements that apply to standard specialty plates.
