Expands automatic restoration of civil rights and firearm rights upon completion of all sentence terms to persons convicted of felonies other than murder, attempted murder, violent felony offenses, or felony sexual offenses.

Defines "violent felony offense" to include forcible felonies, drug trafficking (first or second degree), sexual offense registration violations, false imprisonment, abuse of elderly persons or disabled adults, and other specified offenses.

Requires completion of all sentencing terms including imprisonment, probation, parole, restitution, and court-ordered fines or fees before rights are automatically restored.

Allows courts to modify financial obligations through victim consent, community service conversion, or court termination without infringing constitutional rights.

Takes effect July 1, 2021.
