Creates the Child Care Trust Fund within the Department of Children and Families to provide universal daycare and preschool credits that completely fund or reduce the cost of childcare services for parents.

Allows any balance remaining in the trust fund at the end of each fiscal year to carry forward and be available for future use, rather than reverting to the general fund.

Establishes an automatic termination date of July 1, 2025, unless the trust fund is terminated sooner or extended through legislative action.

Requires the trust fund to be reviewed prior to its scheduled termination in accordance with state law procedures.

Takes effect on the same date as companion legislation (SB ___) if adopted in the same legislative session and becomes law.
