Grants the Public Service Commission authority to regulate pole attachment rates, charges, terms, and conditions to ensure they are just and reasonable, including attachments to poles owned by public utilities and communications service providers.

Requires the commission to establish cost-based rates for pole attachments and apply Federal Communications Commission decisions unless parties prove an alternative rate is just and reasonable through formal proceedings.

Allows the first four formal administrative proceedings on pole attachment rates to have multiple intervenors with full party rights; subsequent proceedings limited to directly affected parties only.

Mandates pole owners provide 180 calendar days' advance notice to attaching entities before major hardening projects and requires attaching entities to remove attachments from redundant poles within 180 days or face transfer costs, removal, and indemnification liability.

Requires the commission to adopt procedural rules for pole attachment regulation by January 1, 2022, and rules regulating safety, maintenance, vegetation management, and repair of communications service provider poles by April 1, 2022, with authority to impose monetary penalties for noncompliance.
