Deletes the requirement that state universities, Florida College System institutions, career centers, and charter technical career centers waive out-of-state fees for students who attended secondary school in Florida for 3 consecutive years before graduating and applied within 24 months of high school graduation.

Removes the provision that tuition and fees for students receiving the out-of-state fee waiver cannot exceed resident student rates and that the waiver applies for 110 percent of required credit hours.

Eliminates the requirement that institutions report the number and value of fee waivers granted annually to the Board of Governors or State Board of Education, and eliminates annual reporting of resident and nonresident enrollment percentages.

Repeals the provision requiring students granted the out-of-state fee waiver to be counted as nonresident students for enrollment calculations and prohibiting them from receiving state financial aid.

Removes the requirement that institutions prioritize enrollment of veterans granted out-of-state fee waivers over other students receiving the waiver.

Effective date: July 1, 2021.
