• Defines "potency" as the relative strength of cannabinoids measured in total milligrams of tetrahydrocannabinol (THC) and cannabidiol (CBD) in the final dispensed product.

• Prohibits qualified physicians from engaging in radio, television, or public advertising for their marijuana practices, with limited exceptions for signage and department-approved internet advertising.

• Prohibits medical marijuana treatment centers and their owners from employing qualified physicians or having economic interests in physician practices or testing laboratories.

• Requires medical marijuana treatment centers to measure and publish monthly carbon dioxide emissions data on their websites and limits physician certifications to marijuana with no more than 10 percent THC for smoking or 60 percent THC for other forms, except for terminal condition patients.

• Eliminates the requirement for a second physician to evaluate patients under 18 years of age, except when prescribing non-low-THC cannabis; reduces dispensing limits from 70-day to two 35-day supplies within 70 days, capped at 15,000 milligrams of THC per 35-day supply.
