• Exempts cosmetics manufacturers with annual gross sales of $25,000 or less from permit requirements, provided they sell only prepackaged soaps, lotions, moisturizers, and creams with required labeling and comply with FDA standards.

• Allows establishments to request temporary permits (valid up to 90 days) during changes of ownership or location, after which the existing permit becomes null and void and the temporary permit cannot be extended.
