Requires processors to register with the Department of Agricultural and Consumer Services to sell kratom products at retail in Florida.

Prohibits sale of kratom products that are adulterated with dangerous substances, contain harmful non-kratom ingredients (including controlled substances), exceed 2% 7-hydroxymitragynine concentration, or contain synthetic alkaloids.

Prohibits processors from selling kratom products to individuals under 21 years of age.

Imposes administrative fines of up to $500 for first violation and up to $1,000 for subsequent violations of product prohibitions, with good faith reliance exception for retailers.

Requires the Department to establish registration procedures and mandate processors provide product information including labels, usage directions, and third-party laboratory analysis certifying compliance with the act.
