Creates section 501.166 of Florida Statutes to regulate automatic renewal and continuous service offers by businesses in the state.

Requires businesses to present clear and conspicuous terms before purchase, including subscription continuation policy, recurring charges, renewal period length, and cancellation procedures.

Prohibits charging consumers without first obtaining affirmative written consent and requires businesses to provide a toll-free number, email, or other easy cancellation mechanism; online offers must allow online cancellation.

Imposes civil penalties of up to $100 for single violations and $500 for multiple violations from one incident; up to $500 and $1,000 respectively if violation is knowing.

Exempts financial institutions regulated by the Department of Financial Services, security system alarm operators, banks, credit unions, and certain franchised businesses from these requirements.
