Requires institutions of higher education to report semiannually any foreign gifts valued at $50,000 or more and establishes civil penalties of 105 percent of undisclosed gift amounts, with 25 percent rewards available to whistleblowers reporting violations.

Establishes screening requirements for foreign applicants seeking research positions at state universities with $10 million or more in research budgets, including verification of credentials and submission of applicant information to federal agencies before interviews or employment offers.

Requires state universities and research institutions to establish international travel approval and monitoring programs with preapproval and screening by a research integrity office for employment-related foreign travel by faculty and researchers.
