Requires public schools and postsecondary institutions to designate athletic teams as male, female, or coed based on biological sex, with female teams closed to male students.

Allows students who transition from male to female to compete on female teams only if they maintain testosterone levels below 10 nmol/L for at least 12 months before first competition and continue monthly testing throughout eligibility.

Prohibits governmental entities, accrediting organizations, and athletic associations from investigating or taking adverse action against schools that maintain sex-separated athletic teams.

Creates private right of action for students denied athletic opportunities due to violations, students facing retaliation for reporting violations, and schools harmed by violations, with 2-year statute of limitations and recovery of damages, attorney fees, and costs.

Directs the Board of Governors of the State University System and State Board of Education to adopt regulations and rules for resolving disputes under this law, effective July 1, 2021.
