Reduces maximum annual remuneration from appropriated state funds from $200,000 to $180,000 for both Florida College System and state university presidents.

Requires salary increases for state university employees using appropriated state funds to be based solely on performance, prohibiting across-the-board raises without regard to individual performance.

Authorizes the Board of Governors to adopt regulations defining university personnel classifications and administering these compensation provisions; effective July 1, 2021.
