Requires the South Florida Water Management District to request congressional approval of a Lake Okeechobee Watershed Restoration Project (LOWRP) implementation report by passage of the Water Resources Development Act of 2022.

Mandates the district to execute a project partnership agreement with the U.S. Army Corps of Engineers immediately following congressional approval of the LOWRP.

Establishes implementation timelines for aquifer storage and recovery wells, including reactivating the Kissimmee River system by January 30, 2022 and ensuring all feasible wells are operational by March 30, 2027.

Requires the district to conduct scientific investigations and monitoring using a phased approach for aquifer storage and recovery projects while complying with federal and state laws.

Appropriates $50 million annually to the South Florida Water Management District for the Lake Okeechobee Watershed Restoration Project from the Land Acquisition Trust Fund.
