Increases the monthly income threshold for veterans' nursing home residents from $105 to $130 before they must contribute to their maintenance and support costs.

Requires nursing homes and their home offices to annually submit detailed financial statements (balance sheet, income statement, cash flow, retained earnings) to the Agency for Health Care Administration within 120 days of fiscal year end, certified by the chief financial officer.

Extends postpartum Medicaid eligibility for pregnant women to a 12-month period beginning on the last day of pregnancy, and removes expiration dates from provisions requiring retroactive Medicaid payments and disproportionate share hospital payments.

Requires essential Medicaid providers to offer contracts with managed care plans to be eligible for low-income pool funding, with the agency authorized to withhold supplemental payments if providers negotiate in bad faith after 90-day notice and hearing rights.

Authorizes the Agency for Health Care Administration to contract with multiple private organizations and hospitals to provide Program of All-Inclusive Care for the Elderly (PACE) services in specified counties (Escambia, Okaloosa, Santa Rosa, Miami-Dade, Hillsborough, Hernando, Pasco, Broward, and others) with approved enrollee slots ranging from 100 to 500 participants.
