Amends section 601.76, Florida Statutes, to make permanent the exemption of manufacturer formulas filed with the Department of Agriculture from public records requirements under the Florida Constitution and public records law.

Designates manufacturer formulas as trade secrets that remain confidential and may only be disclosed to the Department of Agriculture, its authorized representatives, or by court order for law enforcement purposes.

Removes the scheduled repeal date of October 2, 2021, that was established under the Open Government Sunset Review Act, making the exemption permanent rather than subject to automatic expiration.

Requires persons receiving formulas from the Department of Agriculture to maintain their confidentiality.

Takes effect October 1, 2021.
