Terminates the Public Defenders Revenue Trust Fund (FLAIR 20-2-059) within the Justice Administrative Commission and transfers all balances and revenues to the Indigent Criminal Defense Trust Fund.

Terminates the Revolving Trust Fund (FLAIR 71-2-600) within the Department of Law Enforcement and transfers all balances and revenues to the General Revenue Fund.

Redirects $1.67 of Article V assessments from traffic violations and $250 of criminal identity theft surcharges from the Public Defenders Revenue Trust Fund to the Indigent Criminal Defense Trust Fund.

Terminates the Welfare Transition Trust Fund within the Department of Military Affairs (FLAIR 62-2-401) and transfers balances and revenues to the Federal Grants Trust Fund (FLAIR 62-2-261).

Terminates the Welfare Transition Trust Fund within the Department of Health (FLAIR 64-2-401) and transfers balances and revenues to the Federal Grants Trust Fund (FLAIR 64-2-261), effective July 1, 2021.
