Extends probationary status for nursing education programs that fail to meet graduate passage rate requirements during the 2020 calendar year, requiring the Board of Nursing to grant one additional year extension during a 2021 regularly scheduled meeting.

Creates immunity for educational institutions (public and nonpublic schools, colleges, universities, career centers) from civil liability for reasonably necessary COVID-19 mitigation actions taken during the state of emergency, including shifting to online instruction, closing or modifying campus facilities, and pausing student activities.

Establishes that in-person education and related services are deemed impossible during periods when institutions took reasonable COVID-19 protective measures and that such actions are deemed justified.

Provides that institutional publications, invoices, and catalogs are not evidence of an express or implied contract to provide in-person or on-campus education during the COVID-19 public health emergency.

Excludes from immunity protection: breaches of express contractual pandemic provisions and acts or omissions made in bad faith or with malice; requires clear and convincing evidence standard for damages when institutions altered instruction delivery pursuant to federal, state, local orders, or board directives.
