CS for SB 7076 - Gaming Enforcement

• Creates the Florida Gaming Control Commission within the Department of Legal Affairs as an independent agency with five gubernatorially-appointed commissioners serving 4-year terms, requiring members with law enforcement, accounting, and legal expertise.

• Transfers all powers, duties, functions, records, personnel, and appropriations related to gaming regulation from the Department of Business and Professional Regulation's Division of Pari-mutuel Wagering to the new commission effective July 1, 2022.

• Establishes comprehensive ethics standards and conflict-of-interest prohibitions for commissioners and employees, including restrictions on prior/concurrent gaming industry involvement, post-employment lobbying restrictions, and prohibitions on accepting gifts from regulated entities.

• Expands the Office of Statewide Prosecution's authority to investigate and prosecute violations of gaming statutes (chapters 24, 285, 546, 550, 551, and 849) in connection with organized criminal conspiracies across multiple judicial circuits.

• Grants the commission law enforcement authority with certified officers possessing statewide jurisdiction, arrest powers, and ability to seize gambling-related contraband and proceeds under the Florida Contraband Forfeiture Act.
