Prohibits greyhound permitholders from conducting live racing and allows jai alai, harness horse, and quarter horse racing permitholders to elect not to conduct live racing while retaining their permits and pari-mutuel facility status.

Requires thoroughbred permitholders to conduct live racing, with limited exceptions for those that did not file applications by July 1, 2021.

Freezes issuance of new pari-mutuel permits as of January 1, 2021; only permitholders holding valid permits on that date may operate pari-mutuel facilities, cardrooms, or slot machine facilities.

Permits not conducting live racing remain eligible for slot machine licenses, cardroom licenses, and intertrack wagering and simulcasting activities, with exemptions from certain slot machine regulations.

Prohibits any person or licensee from conducting live greyhound or dog racing in connection with wagering, with civil penalties up to $5,000 for violations, and bars persons convicted of bookmaking from attending pari-mutuel facilities for 2 years.
