Urges the President and Congress of the United States to take action to address atrocities and genocide in Cuba, which has been under communist dictatorship for 62 years.

Calls for the enactment of Article 54 of the United Nations Charter to reconvene the Security Council for an emergency meeting on Cuba.

Alleges the Cuban government engages in torture, arbitrary arrests, killings, human trafficking, child labor, harboring terrorists, and withholds food, water, medicine, electricity, education, and communication to suppress the Cuban people.

Requires copies of the memorial to be sent to the President of the United States, the President of the U.S. Senate, the Speaker of the U.S. House of Representatives, and each member of the Florida congressional delegation.
