Creates section 295.011, Florida Statutes, defining "disabled veteran" as a Florida resident with a 100-percent service-connected disability rating from the VA, disability retirement pay from the Armed Services, or a valid VA identification card.

Provides eligible disabled veterans enrolled in approved educational programs at state universities, Florida College System institutions, career centers, or charter technical career centers with a waiver covering the difference between federal benefits received under 38 U.S.C. § 3313 and full tuition and fees.

Requires state universities, Florida College System institutions, career centers, and charter technical career centers to submit annual reports to the Board of Governors and State Board of Education detailing the number and value of fee waivers granted.

Directs the Board of Governors and State Board of Education to adopt regulations and rules to administer the waiver program.

Takes effect July 1, 2022, with provisions making applicable sections 295.03, 295.04, 295.05, and 1009.40 to disabled veterans receiving awards under this law.
