Increases the limit on specialty license plates the Department of Highway Safety and Motor Vehicles may issue from 125 to 150 plates.

Modifies "Live the Dream" license plate fee distribution, increasing scholarships for students with incarcerated parents from 25 percent to 30 percent, and increasing sickle cell organization funding from 40 percent to 60 percent.

Requires the department to develop a Blue Angels motorcycle specialty license plate with department-approved imagery on the far left side, and combines motor vehicle and motorcycle Blue Angels plate sales for discontinuation threshold purposes.

Establishes five new specialty license plates: Inter Miami CF, Florida Swims, Down Syndrome Awareness, Gopher Tortoise, and Take Stock in Children, with annual use fees distributed to specified nonprofits for designated charitable and community programs.

Effective date is October 1, 2022.
