Enacts the Agreement Among the States to Elect the President by National Popular Vote, allowing any state or the District of Columbia to join by enacting the agreement.

Requires each member state to conduct a statewide popular election for President and Vice President and appoint electors based on the national popular vote winner across all member states.

Agreement becomes effective when states possessing a majority of electoral votes have enacted it in substantially the same form.

Allows member states to withdraw from the agreement, except withdrawals cannot take effect within six months before the end of a President's term.

Automatically terminates if the Electoral College is abolished; requires chief executives to notify other states when the agreement takes effect or when a state withdraws.
